The build specs for the 490 and 57 Classic are the same, but produce different tone?

So, pulling up specs from the Gibson site (2015/2016 model pages give the most detailed info in this regard), I see both of these pickups feature:

Alnico 2
5250/5250 winding, machine wound
&
42 gauge wiring (although 57 lists 'enamel' and 490 'copper')

but the 490 has a lower resistance rating and a smaller Q. What accounts for this?
