Tuner Bushing Popping up

Is there any way to "seat" a tuner bushing that's raised up on a Kluson? What causes this?
I haven't pulled the tuner yet, but I've had this happen before, and wasn't able to fix it. I believe the bushings are just pressed into the headstock, so I don't want to glue it - maybe shim the hole somehow?

Anything else to try? No, I won't switch to Grovers
