Yes, the two small ceramic capacitors between the lugs on the volume pots are treble bleed caps, they allow higher frequencies to bypass the pot when the volume is turned down preventing high frequency roll-off as the volume is reduced. They are sometimes installed in series with a resistor to limit the amount of treble bypass but it looks like yours just has the caps with no resistors. I've never tried it so can't comment on the effect but if you want to return the wiring to standard you would just need to remove those 2 caps.
