Okay.. i've always been afraid to do this cos apparently you can kill yourself.

I just watched this and sounds like pretty safe to just go ahead and measure guitar caps - but seeking more advice here.
Should I discharge before measuring? And if so - what would be correct procedure?

Guitar caps are very low voltage and current......no issues.

Amp caps are another matter.......leave it to the knowledgable.

I've tested hundreds of guitar caps and never got so much as a tickle... as pointed out, amps caps have to be fully discharged before messing around with them though...
